Elitist liar

I was reading a new article today and came accross the term "elitist liar". Hmmm, an elitist liar...and that is different from a regular liar how? Does the use of the word "elitist" in this manner mean the accused is more of a liar than one simply called a liar? Or less of a liar than the aforementioned? Does the accused lie only in elitist scenarios? Or did the accuser mean to communicate that the accused was both elitist AND a liar? Why misrepresent your intended message? How daft...
